Dr. Suwit Wibulpolprasert is a general practitioner,
public health specialist, administrator and policy
advisor and advocator. He has extensive experience
in the areas of human resources for health; health
economics and health care financing; international
trade and health; health promotion; health information;
disease surveillance and control and pharmaceuticals.
He has published more than 100 papers, reports and
books locally and internationally.
During the past ten years, Dr. Suwit has been representing
Thailand in many international health forums including
the World Health Assembly. He has served as the Vice
Chair of the Global Fund to Fight AIDS, TB and Malaria,
Chair the Board of the Health Metrics Network and
the Mekong Basin Disease Surveillance Network, Chair
of the Program Coordinating Board, UNAIDS, and the
President of the Intergovernmental Forum on Chemical
Safety.
At present, he chairs the Steering Committee of the
Asia-Pacific Action Alliance on Human Resources for
Health, the Asian Partnership on Avian Influenza Research
and the Program and Policy Committee of the Board
of the Global Health Workforce Alliance.
Dr. Suwit served as Deputy Permanent Secretary of
the Thai Ministry of Public Health in 2000-2003 and
a Senior Advisor in Health Economics in 2003-2006.
Currently, he serves at the highest rank of government
official (PC11) as a Senior Advisor on Disease Control.
He is also responsible for health policy and international
health work of the ministry.

Education Background
Dr. Junhua ZHANG graduated from Tongji Medical
College, the University of Huazhong Science and
Technology in June 1989. He was awarded the master
degree in public health by the University of Philippine
Manila (in July 1997) and the Doctor Degree of Philosophy
by the Faculty of Medicine, the University of Sydney
(in April 2005).
Employment History
Dr. Junhua ZHANG had been working (July 1989-1993)
at the Department of Environmental Epidemiology,
Institute for Environmental Health and Engineering,
the Chinese Academy of Preventive Medicine (namely
Chinese Center for Disease Prevention and Control).
Then he worked at the Department of Endemic Disease
Control, the Ministry of Health, in charge of the
World Bank Loan Project: Infectious Disease Control
Project management for two years (January 1994-June
1995). He had been working at the Foreign Loan Office,
the Ministry of Health from July 1997 to June 2000,
as senior project officer, division director. From
July 2000 to June 2004, he was studying as PhD student
at the Faculty of Medicine, the University of Sydney.
His study was on injury prevention and control,
especially road traffic injury prevention in China.
After the submission of his PhD thesis, he was employed
by the George Institute as senior research fellow,
working on the China Seat Belt Intervention project
(July 2004-June 2005). Since July 2005, Dr. Junhua
Zhang has been working at the Health Human Resources
Development Center, the Ministry of Health. As the
assistant director-general, he is responsible for
the supervision to three research divisions, international
cooperation division, information technology division,
legal affairs division.

Employed by WHO Regional Office for the Western Pacific
(WPRO) since December 2000, Dr. Ezekiel Nukuro currently
serves as WPRO’s Regional Adviser in HRH since
May 2003. His main responsibilities include, among
others: regional HRH programme development, monitoring,
evaluation and reporting; mobilization of resources
to support HRH programmes in the region; technical
support for the enhancement of the quality and standards
of health professional education and training, including
medical education; planning and management of the
WHO Fellowships programme in the region; advocate
for, and facilitate partnerships /networks and coordinated
approach in strengthening HRH capacity of Member States;
and providing technical support in aspects of HRH
to Member States where possible.
After graduating from the Fiji School of Medicine
in 1981, Dr. Nukuro worked at the Solomon Islands
Government’s Ministry of Health and Medical
Services as a physician and later as the Director
of Health services in two remote provinces of the
country. After obtaining his Masters degree in Community
Health in UK in 1987, he served as Chief Medical
Officer, Public Health and was promoted to the post
of Undersecretary Health Improvement in the MOH
from 1989 to July 1997. He then joined UNICEF (Pacific
Office) to work on the implementation of the UN
Convention on the Rights of the Child (CRC) and
child protection programmes in the Pacific Island
countries. Right before joining WHO, he served as
the adviser on advocacy, information and communication
for the Secretariat of the Pacific Community’s
(SPC) population and reproductive health programmes. |
